Mangalore: Karnataka Assembly Speaker U.T. Khader has staunchly defended his recent decision to suspend 18 legislators for a period of six months, arguing that the action was a necessary measure to address their disruptive and disrespectful conduct within the Assembly chambers. The incident, which transpired on the final day of the budget session, drew widespread condemnation from the public and raised serious concerns about the decorum and functionality of the legislative body.

Speaking to the press on Tuesday, Speaker Khader emphasized that the suspension should not be misconstrued as a punitive measure, but rather as a period of reflection and rectification for the suspended legislators. He stressed that the primary objective is to encourage them to adopt a more constructive, respectful, and productive approach to legislative proceedings. He further cautioned that repeated instances of such disruptive behavior could lead to even more stringent consequences, potentially including a suspension of up to one year.

“The suspension of these 18 legislators for six months is intended to provide them with an opportunity to carefully consider their actions and their impact on the functioning of the Assembly,” Speaker Khader stated. “It is a chance for them to reassess their behavior and commit to upholding the standards of conduct expected of elected representatives. Let me be clear: continued disregard for these standards will necessitate further disciplinary action, potentially resulting in a one-year suspension.”

The Speaker firmly justified the duration of the six-month suspension, asserting that it was crucial to preserve the sanctity and dignity of the constitutional institution. He leveled criticism against previous Speakers for what he perceived as a lack of decisive action in addressing similar incidents of misconduct, which he argued allowed legislators to act with impunity and ultimately tarnished the reputation of the state.

“The Karnataka Legislative Assembly is a sacred institution, and we, as its representatives, have a solemn duty to protect its dignity and integrity,” Khader declared. “While previous Speakers may have hesitated to take decisive action against similar instances of disruptive behavior, I am firmly committed to upholding the law and maintaining order within the Assembly. We must send a clear message that such conduct will not be tolerated.”

Speaker Khader further elaborated on the importance of legislators adhering to the established protocols and procedures of the Assembly, emphasizing the need for respectful and productive discussions on critical bills and legislative matters. He explicitly stated that the decision to suspend the 18 legislators was made entirely independently, without any undue influence or pressure from the Chief Minister or any other external sources.

“I have exercised the powers vested in me as Speaker to make this difficult but necessary decision,” he asserted. “I am confident that this action is in the best interests of the Assembly and the state as a whole. We must maintain a functional and respectful legislative environment for the benefit of the people of Karnataka.”

In his address, Speaker Khader also referenced a prior incident involving Minister Rajanna’s allegations against legislator Yathnal, concerning the purported use of a “honey trap” within the Assembly. He clarified that permission had been granted for a full discussion of the matter, and the Home Minister had responded by initiating a high-level investigation into the allegations.

“Following the discussion and the Home Minister’s commitment to an investigation, the Chief Minister delivered the budget speech and further addressed the allegations. Unfortunately, at this point, several legislators chose to create a disturbance and demonstrate blatant disrespect for the proceedings of the Assembly,” Khader explained. “This type of behavior is entirely unacceptable and must be decisively stopped.”

The Speaker reiterated his unwavering commitment to enforcing the law, emphasizing its importance in preventing the erosion of the Assembly’s functionality and authority. He cited his previous decision to disqualify legislators who attempted to defect from their parties within the Assembly as a clear example of his dedication to upholding the principles of the law.

“I remain steadfast in my commitment to maintaining order and discipline within the Assembly,” Speaker Khader concluded. “I will continue to take all necessary steps to ensure that the dignity of this institution is upheld and that the legislative process can function effectively for the benefit of the people of Karnataka.” The suspension of the 18 legislators is effective immediately, and their re-entry into the Assembly will be contingent upon demonstrating a clear commitment to respectful and productive participation in future legislative sessions. The opposition is expected to challenge the Speaker’s decision, further escalating the political tension within the state.
