Constables to lead Beat System in Every Area from April 1

Mangaluru: From April 1, there will be police beat in every area carried out by a constable and head constable who will be responsible for looking after the area. The beat units for the city will operate under the police commissioner and those in the district will operate under the SP.

 
If any untoward incidents or crimes are reported, the Constable and the head constable under whom the area comes will be held responsible.  The Police should be people friendly. The main vision of the government to implement the beat system is for the Police to reach the community.

The new beat system will come into force on April 1. According to the Karnataka police department, the beat will become a unit in the area. The constable and head constable will be appointed for a period of one year for each area. The constable and head constables will have the same power and authority of a police inspector in the station.

The Deputy commissioner and the police commissioner should monitor the beat system for its smooth operations. In the department, there are 90% Constables and head constables, based on the numbers, the beat system will be organised. All the beat units will be given the authority and responsibility.

The appointed beat constables should involve themselves in solving the problems of their area such as investigation of applications, passport verification, identification of rowdies, communal Goons, issuing summons of the court, crimes, criminals, collecting information of illegal activities, checking of the license application for Pistols and the crimes registered in their area. The collected information should be handed over to the respected police stations and the police inspectors should collect all the information on a daily basis from the beat constable.

Monthly meeting of Beat

Every month the beat constable, head constable and the public in the beat area should call for a meeting. If possible ASI should be invited to attend the meeting. The minutes of the meeting should be recorded. The inspector should monitor the beat system. During the visit to any police stations, the circle inspectors and the police officials should discuss about the beat system with the inspector.

Before the formation of the beat system, an awareness programme will be organised and the appointed constables and Head constables will be trained. The public will also be informed.

Public participation

In every beat system, the public will be given an opportunity to serve, According to the population of the area the public will be appointed in the beat. The appointed persons should be the bridges between the police station and the beat units. By doing so, many of the problems in the area will be addressed immediately and solved.

Responsibility

It is the duty of the police commissioner and the SP to implement the beat system successfully.

I hope this goes for traffic also. High end segment cars and unreadable license plates not to forget bigwigs driving around flouting every traffic law will be implemented. The middle and poor class targeted. Why?
