Manipal: “Effective vigilance can promote a safer society,” said Dr R Vishal, Deputy Commissioner and District Magistrate. He was speaking at a meeting on coastal security and tactical considerations for the coastal state of Karnataka, which was held at Rajathadri, Manipal here, on May 5.
We can effectively handle natural disasters and other issues by being vigilant. Coastal security force, armed forces, police departments should make joint efforts to promote vigilance. An effective task force of various departments should be created and should include students. Mock drills and formation of a task force including students can promote better vigilance in the society.
The Chief Secretary has issued guidelines and the Navy has been identified as nodal in coastal security. The Sagar Kavach operation led by the police and navy has to be improvised and has to be upgraded as a district level operation. Students should be effectively utilized in disaster management programmes.
Educational institutions, hostels, hospitals, apartments, ISPRL, software companies, Suzlon, UPCL, industrial units operating in the district should furnish their security management plans to the local police. The security plans will be scrutinized by the district police and the Deputy Commissioner’s consent to the plan has to be obtained.
A separate budget has to be formulated for security management in Shri Krishna Math. Since thousands of devotees visit Shri Krishna Math everyday security issues should not be neglected, he added.
Fishing boats need to be registered, fisherman should either possess their biometric card or Aadhar card while engaging in fishing said coast guard Commandant, Vijay. Deputy Commissioner instructed the Superintendent of Police to hold a meeting with the fishermen in this regard. DC also said that the fishing department should have details of fisherman on record while they are on fishing, else stringent action will be initiated against the fishing department officials.
Superintendent of Police, K Annamalai said that the Chief Secretary in the monthly meeting on security has said that an effective plan has to be formulated to strengthen coastal security. He has also given a call to strengthen internal security with effective coordination. The fishing department director has been instructed to complete color coding processing for boats by August 2016, he said.
He also said that the temple authorities should strengthen security in the temples. CCTV cameras are not functioning in most of the temples; the temple authorities should take a serious note of the same.
ZP CEO Priyanka Mary Francis, Wild Life DFO Maria Kristharaj also shared their ideas on security management. Department heads, heads of educational institutions, software companies and industries were present.
