Govt to Form Dist-level Committee to Provide ID Cards to Transgenders – DC

Manglauru: A meeting chaired by the Deputy Commissioner Sasikanth Senthil to form a committee of 17 members to issue ID cards and improve the life of Transgenders was held at the DC office Court Hall here on July 22.

Deputy Director, Department of Women and Child Development Sundar Poojary briefed about the meeting.

DC Sasikanth Senthil said, “According to the government order (1) the State Transgenders policy 2017 will be formed and implemented. For the successful implementation of the policy, we will collect all the necessary information relating to the transgenders. A district-level committee will include 17 ex officio members and three from the Transgenders community. NGOs of the Transgenders organizations will be invited as special invitees during the meeting.”

DC Senthil further said, “According to the judgment of the Supreme court on April 15, 2014 (WP No (Civil) 400/2012 National Legal Services V/s Union of India and others with W)P (Civil) No 604/2013) the Rights of Transgender Persons Bill, 2014 is a proposed Act of the Parliament of India which seeks to end the discrimination faced by transgender people in India. The Bill was passed by the upper house Rajya Sabha on 24 April 2015. The bill says that parents should accept their transgender children and treat them equally providing them good education and other facilities. Awareness programmes on transgenders should be held for parents and teachers through schools and child rights organizations. Free admission for transgender children should be given in government hostels. Parents should not disown their transgender children but give them equal opportunities in the family. Measures should be taken to avoid atrocities on transgenders through the police department”.

Briefing on issuing Identity Cards for transgenders, DC Senthil said, “A taluk level committee with the Tahsildar as the president will be formed to receive applications from transgenders. All applications received will be scrutinized and the deserving applicants will be issued ID cards. Once the applications are scrutinized, all applications rejected and selected will be reviewed every three months by the District Support committee. The selected applications will be approved by 4 members of the committee. Those who are issued with ID cards will be eligible to receive benefits from the government.”

Ammani, a representative from the police department; DMO of District Government Hospital Dr Rajeshwari Devi; Asst DHO Sikandar Pasha; officers from Zilla Panchayat Usman, Vinaya, Priya, Sonia, Bindu, Founder of Parivarthan Charitable trust Violet Pereira; President PADI Renni D’Souza and representatives from Nava Sahaja were also present.
