Handover Apartments to Owners after Obtaining Completion Certificate – Mayor Kavitha
Mangaluru: “In the Mangalore City Corporation limits most of the builders construct apartments and before obtaining the completion certificate hand over the flats to their clients. When the construction work is completed the builder should obtain the completion certificate within a month. Many flat owners are now facing problems since they have not received the completion certificate”, said Mayor Kavitha Sanil in a press meet held at her chamber here on September 5.
Addressing the mediapersons Mayor Kavitha Sanil said, “I have received many complaints about excess water consumption charges in some apartments. When I checked, I found that the builder did not obtain the completion certificate. The builder had obtained a temporary water connection and the water consumption bill was Rs 2 lakh. If the completion certificate is obtained the builder can provide permanent water connection for the building from MCC. But there was no door number, no drainage facilities, no STP, no electric connection and no water connection from the MCC.”
Mayor Kavitha further said, “I urge the people to take care before purchasing any flat. When you buy the flats, check for completion certificate, if the builder has completion certificate for the apartment there will be all the basic facilities. If the builder did not obtain completion certificate there is violation and MCC will not issue any CC for such buildings. The owners should confirm before occupying the flat whether the builder obtained completion certificate or not”.
Deputy Mayor Rajaneesh, Sashidhar Hegde, MCC Commissioner Mohammed Nazir, Sabitha Misquith and others were also present.

Mayor Madam kindly note that builder pay to get the completion certificate although it’s not completed. A special squad from builders association along with CREDAI and MUDA should inspect buildings constructed and see if it is as per norms. Again builders make illegal penthouse and duplex Apartments and register for low value. Hope this is an eye-opener to you. Buildings have no access for fire services to enter. Why give licences without inspection of property? This message is for our respected Mayor – Smt Sanil. My wife and I are the owners of a 3 bedroom apartment in Essel Star – Bikernakatta. We paid the full amount by cheque and cash from our NON RESIDENT ACCOUNT. I have the proof. At the time of payment, the builder assured me that I will have a parking slot in the building because it is a 3 bedroom apartment. Trusted him and registered our apartment.
