Mangaluru: A Bhatkal Police Sub Inspector assaulted a youth when he was transporting cattle from Telangana, on September 30.
Speaking to mangalorean.com, the victim Raiyan (22), a native of Bhatkal, said, “This is the second incident where the police have tortured me for not giving them a bribe. On September 26, when I was transporting cattle legally from Telangana, they stopped me and asked for a bribe. When I refused to give it, they threatened to file a false FIR against me.”
“In the second incident on September 30, when I was again transporting cattle from Telangana, the rural police stopped me for a check. After checking, they declared that there are 17 cattle in the vehicle. But the town police, Johnson D’Souza, again stopped me and said that there are 23 cattle in the vehicle and not 17. When I said that there are only 17, he slapped me and said that if “You will not accept that there are 23 cattle, we will file a criminal case against you”.”
One of Raiyan’s relative said that they bring cattle from Telangana for slaughter. “Four days ago, police sub inspector Johnson D’Souza called Raiyan to the police station and asked for a bribe of Rs 10,000. When he refused to pay the bribe, he threatened to file a false case against Raiyan. When we intervened, the police threatened to file a complaint against us. On September 30, at 6:30 am, during a routine check, the same police again stopped Raiyan’s vehicle. All the documents were clear and we were legally bringing cattle (oxen) from Telangana. We also discussed the issue with one of the organizations who called the DySP and he assured to do a proper investigation. The Police Sub Inspector Johnson D’Souza from Bhatkal took Raiyan to the DySP’s chamber for investigation. As he wanted to take charge in the rural police station, he said that he will take Raiyan as a witness and asked him to give wrong information against Manjunath, who is in the rural police station. When Raiyan refused to give wrong information, Johnson assaulted him.”
He further said that law should be equal to everyone. “We are afraid to go to the police station because the police are creating problems for innocent people and fixing them.”
“Raiyan collapsed while being assaulted by the PSI. We immediately took him to the Chinmay hospital in Kundapur but the hospital authorities refused to take him. Finally, we brought him to Mangaluru for treatment.” The family members have demanded justice and urged the concerned authorities to take action against the PSI.
