Property Card (UPOR) Mandatory, Documents Collecting Drive from October – DC Senthil

Mangaluru: The Urban Property Ownership Record (UPOR) certificates are mandatory for all transactions involving Urban properties. In absence of this certification no transaction on property will be allowed by the government. It is compulsory to make the property card for those owning property within MCC limits. We have divided 32 villages that come under MCC limits into 6 zones and 30 sectors. The satellite survey of 1,50,428 properties under MCC limits and the collection of documents of 76608 properties is already done. Those who have not applied for the Property card should apply by December 2018″, said the deputy commissioner Sasikanth Senthil in a press meet held at the DC’s Court hall here on September 20.

Addressing the mediapersons Sasikanth Senthil said, “The collected documents related to 76608 properties have been scanned and the data entry is in progress. Once the data entry is completed we will distribute the Property cards to the owners. If there is any error in the PR card, the owners should inform the concerned authorities within 30 days so that the final property card can be provided to them.”

The DC also said, “If there are any changes to made in the documents including the owner’s name in the document, it should be brought to the notice of the concerned authorities. You can also raise objections on the draft UPOR certificate along with the documents through the website. Only after hearing the objections, the final UPOR certificate will be issued. There will be a minimum fee for the property card. By obtaining the property card one can get rid of all the problems property owners face at present.”

How to get a UPOR Certificate or Card:

  • Find out whether your property is within the jurisdiction of UPOR project area of interest of your town.
  • Whether detailed survey is completed for your area/locality (Block or Sector) in which the property is located.
  • UPOR authorities collect the documents of your property – have you submitted? UPOR authorities would verify your property documents and then take decision to issue the UPPOR certificate to you alternatively they may seek further documents or clarifications from you, if the information is not sufficient, This process is called title inquiry.
  • Please submit the photo copies of property documents to the UPOR authorities if not yet submitted in any of the following places.
  • After submitting the documents please find out whether title enquiry process is completed with respect to your property and draft UPOR certificate is generated.
  • You can find out the status either by visiting the UPOR office or through website www.upor.karnantaka.gov.in. Please find out the status by entering House number /corporataion Khatha No/Road Name/Name of the owner /through the map.
  • You can raise objection on draft UPOR certificate along with documents through website. Only after hearing your objections, the final UPOR certificate would be issued.
  • If objections are raised on your property attend in person to the hearings by enquiry officer if called for and provide required documents and clarifications sought for.
  • Details of final UPOR certificate can be accessed in UPOR website.
  • After finalization of title enquiry by the enquiry officer, visit citizen service centre for registration of fingerprints for authentication, and collect UPOR card on payment of prescribed fees.
  • Inform UPOR authorities about any changes in ownership of the properties. Ownership can change through any of the following way such as sale, through registered sale deed, partition of property within the family or inheritance after the death of the present owner.
  • Approach UPOR authorities for any entry/modification in your UPOR certificate, like when you take a loan from banks/other financial institutions by mortgaging your property or when you clear the loan.

Advantages of the UPOR system to the Citizens/ organizations/agencies:

  • A robust system of Urban property ownership records is being created which accurately records both the special details of the property as well as the record of rights data.
  • Thus UPOR system would facilitate easy transfer of property rights.
  • Connectivity to various systems: This electronic system would connect to the property registration system, judiciary and municipality.
  • Automatic Mutations: Mutations to the Urban property records would now be automatic, ,soon after the registration of properties takes place.
  • Usage by Banks: UPOR database which would also contain the loan details. Soon after loan is granted an entry would be automatically made in the UPOR database about the fact of grant of loan on the property.
  • Demarcation of Government properties: Property belonging to the Urban land ceiling and Inam land, tanks, graveyards etc, would be fully demarcated. Any encroachment on government land would be easily identified.
  • The property record over the years will continue to remain current and accurate i.e. will not become obsolete or inaccurate, since the process of continuous updation is built into the system.
