The 9/11 cannot be scrapped but it should be simplified. The proposal was drafted after consulting departmental officials, advocates, and document writers.

The proposal indicates that the delay should not be observed in issuing 9/11. People are complaining of the delay in issuing 9/11 and also some complaint of corruption. First come first serve should be the system for issuing 9/11.

There is no khata system in Udupi district. The RTC’s are also issued for conversion, where RTC’s for agricultural land is mandatory. Talks are on to effectively introduce khata system where khata is updated on every transaction.

The proposal intends to protect the interest of High court judgment, government, and public. The system of issuing 9/11 is feasible for Malnad and coastal regions. Relaxation is proposed for Kodagu, Shivamogga, Udupi, Uttara Kannada, Dakshina Kannada and Chikkamagaluru.

Podi Muktha Abhiyan is in process, the government of Karnataka is planning to hire 1000 licensed surveyors.

The RDPR ministry will act effectively on the proposal, he added.
