VHP Demands District-level Monitoring Committee to Control Cattle Trafficking
Udupi: As per the directions of the Supreme Court and High Court the Udupi district Vishwa Hindu Parishad demanded the district administration to form a district-level monitoring committee under the leadership of the Deputy Commissioner to preserve and protect the cattle across the district.
Speaking at a press meet held at the Press Club Udupi, the district Vishwa Hindu Parishath President Vilas Nayak said, “The Muslim community is celebrating Bakrid festival on August 22. As per the High Court and Supreme Court Judgment, there shall be a stay on the slaughtering of cows, calves and she buffaloes. The Authorities constituted under the Mysore Act 1964 are directed to implement the provisions of the said act, strictly in accordance with law”.
The Supreme court has strictly directed the state government to enforce and implement the provisions of sections 4,8,11 and 18 of the 1964 act and take action on any violations thereof. Further, it is directed that the state Government maintain a proper committee for providing care and protection to cattle in the light of section 18 of the 1964 Act.
Under the section 4, Prohibition of slaughter of cow or calf of she-buffalo —notwithstanding any law, custom, or usage to the contrary, no person shall slaughter or cause to be slaughtered, or offer or cause to be offered for slaughter or otherwise intentionally kill or offer or cause to be offered for killing any cow or calf of she-buffalo.
The Section 8 says that Restriction on transport of animal or cow for slaughter.—No person shall transport or offer for transport or cause to be transported any animal or cow from any place within the State to any place outside the State, for the purpose of its slaughter in contravention of the provisions of this Act or with the knowledge that it will be or is likely to be, so slaughtered.
In section 11 says that No person shall purchase, sell or otherwise dispose of or offer to purchase, sell or otherwise dispose of or cause to be purchased, sold or otherwise disposed of, cows or calves of she-buffaloes for slaughter or knowing or having reason to believe that such cattle shall be slaughtered.
Under the section 18, whoever contravenes any of the provisions of this Act, shall, on conviction, be punished with imprisonment for a term which may extend to six months, or with fine which may extend to one thousand rupees, or with both.
The State Government may establish, or direct any local authority or society registered under the 1 [Karnataka]1 Societies Registration Act, 1960, or any association or body of persons to establish institutions at such places as may be deemed necessary for taking care of cows or other animals sent thereto.
The State Government may provide by rules for the proper management of such institutions for the care of cows or other animals therein and also for the class or variety of cows or other animals that may be admitted herein.
The State Government or subject to the previous sanction of the State Government, the local authority, society or body of persons or association establishing an institution under sub-section (1), may levy such fees as may be prescribed for the maintenance of such institutions.
The state government’s animal husbandry ministry already instructed to form monitoring committees at the district level which will be chaired by the deputy commissioner to control cattle trafficking and animal sacrifice during the Bakrid festival. The VHP is submitting the memorandum to the Deputy Commissioner to form the committee before the Bakrid festival. If the district administration fails to form the committee, VHP will hold protests across the district, he said.
